Did the union fail or the members.

Been about nine years or around that since we was last able to get good help in the meat departments. Back then is was a case where a new inexperienced clerk would start as fifty cents higher than a new inexperienced grocery clerk. That gave us a a good chance to get the best of new workers in the meat department. What happened to that ? Some was the fault of the local union but now a case of fixing past problems in the contracts. Then there was time that addressing the issue was brought up and Paul Glen ( head of the HR department ) stated that this contract ( in the opinion of KROGER 0 had addressed those issues and they felt that the benefits alone and not the pay increase was more than enough to get and maintain new workers for the mead departments. The past contract was good and there was a lot of money placed in it but the issue was not addressed , by Kroger, as they offered a good take it leave it type deal to start with .

Now blame has to also fall , not on the local union but its members. Why ? Because the same group of market associates that complain about the union and its dealing with Kroger, fails to show up at union meetings or contract votes. Way to easy to blame the union when its own members complain about it but fail to participate and change things by setting on their hands and only looking at their own self-interest only. So as one market manager brought up once. Why does the union not do something and why do we not go in or call for a strike? This one manager and a few like him, has never attended and meetings in the last decade and then when you look at the last contract vote, only ha handful of members showed up to vote. The loud and vociferous market people stayed home to do nothing but complain. Sad times when voting outside or distant stores will make the time to show up while the core members will talk but do nothing but serve their selves and no one else. If I was Kroger then why would I have any incentive to pay anything when you know the union will not be supported by its members? Is this true or not? Just look at attendance at meetings and contract voting. There would be your answer.

let's consider for a second only 30% stick around year-over-year.

the ones who are invested don't want to be striking because there may be no strike fund like we heard about local 1996 when the contract was up for renewal last year and was rejected the first time.  they'd be SOL.  plus our issues are never on the table, it's always what the union is going to give away, not what we'll get.  Hell, I've always been scheduled to work the nights these quarterly union meetings are so don't get to go.  I really don't know where my 500 or 600 a year in dues goes because I sure don't see it.

I wish Kroger employees would strike.  But, our contract has a no strike clause.

During the life of the contract. Once negotiations are in full swing and if the contract is not ratified then guess what you get to do?

Quarterly meetings is one thing but we have monthly meetings. Last Tuesday of every month in Fort worth and the last Wednesday of every month in Dallas.  With our contact coinciding with the ending of the Houston contract then that helps. But there is little reason to believe that an employee can not make one meeting a year if they really care about there future.

may have a no strike clause and can not be 100% clear on this but if your contract expires, then you either work under the old one until a new one is ratified.   Or your local can take a vote , among members , to authorize one and work without a union. It can be done.

I'd say a little of both.
