Employees are going through an employee's line and will put everything on the belt and claim they already paid for one item but not producing a receipt.. Would they both be fired? They should know that cameras are watching them. But maybe they did previously pay for the item, but they are not showing a receipt when they do this. Even department heads are claiming a manager bought them something, 3 of them did this on the same day, but the manager did not give the dept heads receipts. They didn't seem to see anything wrong with this.

I do believe a lower store manager told them that, but shouldn't they give them some sort of proof of purchase.
At our store, it is stupid simple, if you buy, you buy off the clock. You keep your receipt til your done with the purchase. Then and only then may you throw it away. Any purchases at self check will have your receipt "signed off" on by the CSR or Self Check clerk on duty. Anyone not following this practice will be considered to have stolen and management will escalate it from there. There's a talk with the LP person on duty you do not want to have. Otherwise as long as your supervisors (not fellow cashiers or lower end staff members) can attest they saw you purchase it, you are good. Anyone who does steal from the store is put on an automatic management warning / and or terminated. Like I said, stupid simple, so you can't screw it up.
A much easier option would be tell management to look on camera if they believe you stole something. If you are not a thief, you should be extremely offended that a manager assumed you stole something. Nearly none of them would ever do that, they would have LP investigate you with you EVER knowing, unless you did steal, got caught, and are now being fired
