Yes, they can delay it. Best way to get a guarantee transfer is to apply for promotion openings and hope you get one closer to where you want to go. Because then Kroger can't delay you for months, as promotions are through the union.
I think it depends on the Union district contract. According to the contract I have if you're transferring from one store to another 'No'. Your seniority is based on length of time you have been employed by the company. If transferring to a higher seniority group you have 2 seniority dates Date of hire and date of promotion. The only way that your seniority can be lowered is if you have been demoted, laid off, suspended, etc.
