I'm assuming you're part time. 11.55 is about the top out pay for part time grocery clerks across most contracts. If you login to HR Express, see if it says Job Step 500, if so, that means you're topped out and only receiving your once a year contract raise.
You're within dollars of minimum wage after 10 years work. You apparently aren't in Washington DC, as you are making less than minimum wage there. In my state, minimum wage will hit $12 in 2020.

I make $18.33, plus the extra overnight $1. Topped out about 4-5 years in, after being a CC and checker for most of that. Pay will depend on cost of living in your area, though.
