I contacted Kroger payroll and told them I needed my 2016 w2 so I can fill it this year, they referred me to Express HR but the website tries to charge me $10 just to view my W-2. I can't afford that so couldn't payroll provide me with a copy?
You should already have your 2016 W2. You should improve your record keeping skills, otherwise cough up what they are charging you for their inconvenience due to your poor record keeping.

Call them again and explain your situation. They should be able to provide it for you. 10 dollars is ridiculous, to provide a damn document like that, the last answer wasn't helpful at all.
