Parking Lot Safety

What exactly is procedure if I as a UC am on carts, and find an animal / child in distress in a vehicle. My belief is the following

-report it to Service Desk to make an announcement for the customer to come up immediately

-report to a member of management / LP immediately for their action and follow instructions given

 

Only reason I ask is cause I found a dog in a vehicle, windows mostly rolled up except for drivers which was cracked a tiny bit, and there was a service animal alert tag on the rear window (in case of emergency, do not separate service animal from handler) Now I looked at the vehicle before, assessed the situation, determined the dog wasn't in any real danger yet (keyword yet, being the temps were in the upper 80s / starting to hit lower 90s, so i was a bit concerned, but the dog was not showing signs of distress, so i did not believe it to be emergent) 

My manager told me when I went in an reported to service desk to ask for clarification on what our policy is, call MOD. I do and MOD tells me if i feel strongly, to call the police. I tell them thanks for the information, and carry on, as I was going to get the license plate written down as our Self Check attendant did want to call it over the PA for an announcement. 

This is where it irks me a little, what exactly is procedure for this if I do locate and identify an animal / human child as in distress in the vehicle, as I do not believe that a normal employee (me) can make that kind of judgement call in that situation, and that LP or Management would be better to make the call to keep legalities happy as if I turn out to be wrong in the assessment, if i call it in as a 911, and the owner has their window smashed out, and PD and FD resources are wasted, then what is the legality of who is responsible for it. Because I certainly don't want that on my head or the companies, and then I get fired or something for breaking some policy I was never even informed of or trained on. Of course, if the child / animal is in immediate life threatening danger, then yes, I will probably call it in and get PD / FD there to me as quickly as possible while also alerting the customer to report immediately while informing management / lp.

 Keep small broken spark plug pieces on hand break a window then tell management. No excuse in the world to leave a living being or animal locked in with this heat.

In reality its up to the MOD unless you see a CHILD or ANIMAL in complete distress. If the Child or Animal is in distress call 911 or other local authorities. If you want to show caution, making a PA announcement is a completely understandable and non-over reactive response.

 Vandalism not a good option.

If a child is in danger, definitely call 911.  Most 10+ yo can take care of themselves and are aware of stranger danger.

If an infant is alone, definitely immediately call 911.

If an animal is in definite distress, call 911.

For all these options, the MOD should be the one calling 911.

in my state it is legal to break someones car window to rescue a pet baby or elderly person

Company can't do anything about this.  yes it's safety first but it's at the customer's discernment for that safety.  The store policy is that most things stop at the doors or side walk.  If it's in the parking lot it's none of their concern because the company does not own that area.

We were told if we were on the clock we could not call the police as the lot is considered private property but if we were in the store as a customer we could call from our personal cell phomes

 Boy, would i ever be going against your store policy if i worked there. If needed i WOULD call 911. If they had a problem, i would GLADLY take it up with them.  Also my hands are pretty fast at tearing papers such as SIRS up. So write ups wouls be useless.

 Every property is considered private property that is owned by anyone, excluding a government body.  As a citizen anyone is allowed to call police/fire as long as a valid need exists.  If you call for a valid reason to protect property/safety then no sane person would say anything to you.  I called the police once because someone was high on drugs passed out in their car and then started playing bumper cars in the parking lot.  Police are a public service served with protecting the public good.  Any police officer or fireman will tell you its better to call then to ignore the situation.
