Stealing time is wrong. EVEN IF they short your check or give you less hours than your union contract (if you are with the union) dictates.
I have done it however, and yes i got caught. I was warned, and when i explained the reason why (all the "heared" was "fjdnfnenrkdkdm". In their mind) i was STILL wrong.
Be fowarned, its not a matter if if you will get caught, but when.
It's all in how you do it. You shave a few increments here and there to add it up to some $$, just make sure you're looking like it's for 'needs of the business'. Easy cheesy.

I mean, I don't like to use the word 'steal' for some ways of stretching your time. But it's unwholesome and it reinforces greed. Reinforcing greed is a sure way to lose wealth, either in this life or the next or some other time. But I may walk a bit slower to the time clock, at the other end of the store, if I'm sitting at like 8.06 or 8.07, or I may do some time clock sweeps since the store managers want us to do those. I come in early plenty and on my days off and have done a lot for the company and lost previously gained paid time off for not taking it in a timely manner. It's relative ethically, not always blameworthy perhaps but definitely intentional and better to accept that the pay is bad and the work conditions where you are are probably bad; acceptance is key for peace of mind.
it's the fact that often you're clocking out a few minutes after scheduled time and not getting paid for them due to the quarter system. If they did away with that for exact minute clocks it might disincentivize this behavior
