Formula for ELMS?

Does anyone know exactly what formula they use for ELMS?  I know that items per minute is a big part of it, but I also know that transation time and customers per hour have something to do with it along with some other things.

ELMS for non FE is based on tonnage of product recieved. The more you order the more hours you get. I would love to know how they figure the front end though, because it doesn't seem like that they get enough.
