you talk to your manager and schedule a vacation and I believe it's 40 hours if you've been fulltime the entire year. I was asked by my co-manager when i prefered my vacation.
They don't normally allow you to take vacations during holidays though. Unless you're special.

every employee gets it on there anniversary date on whichever years the vacation is awarded and at the begiining of the year. i know at my local we get a vacation(s) after the 1,3,8,13,18 years mark. vacation hours are based off of your last years hours, and none greater than 40 hrs can be awarded,
I don't know how it works in other divisions but where I work they are suppose to put up a vacation calendar in each department by January 30th. The calendar lists the names of each employee and how many weeks they get. You simply mark what weeks you want. This has to be done by March 15th. Anyone who doesn't choose a vacation by March 15th will be assigned one.
Here's how it works in my division.
Full time:
1 year- 1 week
3 years- 2 weeks
8 years- 3 weeks
15 years -4 weeks
20 years- 5 weeks
25 years- 6 weeks
Part time:
1 year- 1 week
3 years- 2 weeks
10 years- 3 weeks (This is the maximum number of weeks for part time.)
