Yes, I would like to know how it works, the rule, what is stated in krogers policy. I beleive it is being abused by the Manager's cousin. Are you able to take everyones hours below you, and have a 40 hr week, leaving other employees with 16 hr week ( normally 24 hr). Because if thats true, what is the point of a schedule when the senor employees get to write there own. Its anarchy and you can't go to the manager or the union rep, because there all in cahoots. What action would you take.

 No, they cannot do all that.  You cannot take someone else's hours just to give yourself more hours.  The only time you can take someone's hours is if they are given more hours than you and you have more seniority.  If you have an equal number of hours as someone else and have more seniority you can trade shifts with them provided you can do each other's job and it's approved by your supervisor.

about  to only hour rolling you can do, is a full time, can roll, to stay above 32, so they stay full time, but they can't roll all the way to 40, no.

part timers get crapped on a lot at kroger thou.

 If someone with less seniority is given more hours than you they can either reduce that person's hours so that they're less than yours or they can give you the same number of hours as that person, but you cannot take someone's hours.
