I wouldn't think they could make you switch positions like that. It's the same dept, per say...both are front end. But it's a hugely different position within the company. I'd definitely say something to your union rep.
Usually when they move someone to a different department it's because they weren't working out in the department they're currently in. If they switch you from checking to bagging it obviously means you weren't working out as a checker. If that's the case, I would put in a transfer to another department.
On the schedule? no. On a per day basis? Yes. They can force you to do things for the "needs of the business". They can even have you, as a checker, move to frozen and help stock.

Yes, they can switch you as stated above, If you aren't cutting it in one department, they're going to move you somewhere else.
They can most certainly take you out of a position you aren't doing well and move you over or down. I'm not sure how pay is affected in such a situation, but as in the example, they could definitely move a horrible cashier down to bagging.

an official offer of transfer from department X to department Y as a lateral move suggested by management is usually an indicator that you're not doing particularly well in your current job and before the boss wants to make things ugly they want to give you a chance in another line of work so to speak. the alternative being, their beginning to find "official" reasons to let you go - ie your shirt wasn't tucked in, your shoes are the wrong color, you were 9 minutes late, etc.
however, it is my understanding that on a daily basis, cashiers and baggers are not called to, say, stock frozen in the back because these are union-protected jobs. though the classification of "utility clerk" seems to circumvent this to a degree but so far at least where i work in an unobtrusive and non-threatening manner
at my store they are starting to get on cashiers about ring tender. they are saying if you aren't at 95% consistantly they will make you a bagger.. however i havent seen anything done about it so i'm not sure if it's just an empty threat or if they're serious about it

It tends to be an empty threat but they can definitely do it if they want to go to all the trouble.
Don't let the fake union contract fool you. Kroger doesn't go by any of the rules. Rules like full time to part time ratio completely a joke at my store.

There is of course the Meat Department which typically has a seperate union from the store. They can never put you back there unless you join their union and work back there. We can't crisscross contracts.

They certainly can and HAVE. I was moved from overnight groc stocker to Produce (cutting fruit) WITHOUT my permission. Ihave been essentially DEMOTED and am losing $1.75/hr pay. I was not moved because of performance, absenteeism, nor for any other reason. I just showed up on Produce schedule. I have raised hell and talked to management, which has been USELESS. My schedule was cut, too. I now only work 8hrs/week and they have me stretching those 8hrs into (2) 4-hr days. And I just found out on Friday that Kroger has not been contributing to my Health Insurance because I am not working at least 15hrs/wk. I was trying to sign up through the open enrollment period and when I finally called the toll-free number, I was told that I am not eligible. I have open availabilty any day of the week.
Not all divisions have a separate contract for meat department. The Mid South doesn't.
Nope, the only thing it says about meat department is anybody in meat department can perform any job in meat department. As far as other departments working in meat goes, when I was on the front end I was asked to work back there to help clean up and close for the day.
They just did it to me a week ago. I work in one of the Houston stores and I was hired as a grocery clerk in September. I chose to work in dairy and was great at my job for two months. Last week a manager told me that they were cutting back hours and as a result I worked 16 hours as a courtesy clerk. I don't mind if they switched me from dairy to produce or another department, but can they switch you from grocery to courtesy clerk?? Next week I am working more hours up front, with the awful "cashier clique" as a bagger. :(

I would contact your union representive. I'm willing to bet you have some seniority over people.
