This really burns me up. It really ticks me off when someone is scheduled to work for example 8:00 - 4:30 and they come in two hours late, but they still leave at 4:30. I don't mind people being late but you need to work the number of hours you're scheduled. We have a new girl in the bakery who was scheduled to work 4:00 - 12:30. She didn't come in until 5:30, but she still left at 12:30. Hello? It's the day before Christmas Eve. We could have used you that extra hour.

At my Kroger the head deli always asks late people if they want to stay later to make up their full shift. It's a common thing at our store, no one bats an eye.

It's stealing because you were scheduled to a certain time. You may not be needed for time after your scheduled time, and your not obligated to get to stay later because of your own mistake.
Now if someone with authority tells you that you can stay, it's okay. You're conflating two separate ideas. Basically, it's only stealing if you stay clocked in past your scheduled time without permission.
I don't know how Kroger works it, but at Walmart we have a point system for time/attendance.

Anything---ANYTHING---over that, you're one foot in the grave and the other on a greasy banana peel. Beyond that, all you gotta do is not bring a hanky to church on Sunday: YO ASS IS GONE.
As to how I feel about people who pull that come in late/leave on time stuff? Yea, of course it pisses me off. It does any manager or any hourly employee who has to pick up the slack. But what burns my ass more is how MY bosses seem to give latitude to those they like, while making me come down hard on those that they maybe don't. It's prefferential, and everybody sees it, and it affects work ethic = business productivity, and it's BULL SHT.

At our store you get to be late 3 times and then you get a warning. After that if you're late 3 more times you get a suspension, after that I think you get 3 more times and then you're fired. You reset your warning level every 90 days though.

At my store, if you work past your scheduled shift without permission, you'll get written up.
Some stores, as a form of punishment, make you leave at the time you were scheduled. That way you are loosing the pay.
Oh, so if my store schedules me for 40 hours a week, but I only want to work 20, I can just come in 4 hours late each day, and the store will "punish" me by not letting me work the other 4 hours?
