Does any store do this? My store used to do this. On Saturday's a Church youth group would come and bag for tips and use the tips for special things. I personaly have no problem with that. The thing that made our store stop was the younger youth would but things with things that should not go and the customer would get mad. The leader could have made a rule where the younger ones could not bag maybe they could have done somthing else. I really don't know why it stoped. My store had them sceduled several weeks ahead. Even teen challenge would come and bag.

i think it became a legal thing - most things do.  like insurance companies made a stink over it and also child labor laws.  its crazy but that the way of the world these days

If they weren't a RELIGIOUS youth group, it would be illegal.

That is still illegal what if you get hurt.
