Since refusing to sign a short rest form I have been threatened that management will be watching my every move now, I feel that since I had to stay late and return early I souls be payed extra as they didn'ttry and replace the people who called out and I had to do double work.
I'm guessing it means the managers are not giving OP overtime for coming in when he only had less than x number of hours off of work. In my contract's case, for example, we are guaranteed at least 8 hours between shifts (or get overtime). I'm guessing OP's management is disregarding the rule by making him sign paperwork saying he won't get overtime for barely having time off of work, which is absolutely ridiculous.
Keep in mind though OP, whoever told you the managers will be "watching your every move" might just be trying to get a rise out of you.
Just after posting my original post a was given an ultimatum, sign the short rest form or be wrote up for staying past scheduled time, if I sign they will not write me up, I still refuse to sign the waver. Even tho I have been told in the past that I need to stay to help the rest of the department get done closing, so I'm really confused on what to do.
Here is what you need to do if they're going to play games with you over this. If you're not able to get the work done you need to call a co-manager 30 minutes before your shift ends and let them know you're not going to be done on time and that you'll need to stay over in order to finish your tasks. If they say "no" go home on time. If they say "yes" stay and finish your tasks. Most of the time they will authorize an hour at best. Keep a small ledger with you and write down what you're doing hour from hour. If they say you're not doing enough work pull out that ledger and show them what you've done for each hour. If they keep harassing you be sure to contact your union.

So, they're basically telling you to stay and not stay at the same time. Yeah, listen to Cutter on this. Treat it as a case-by-case basis. If you need to stay longer, ask a manager or co-manger immediately. Don't sign anything though. Will this get annoying? Heck yes! But, it's better than losing your job or getting written up. Plus, maybe if you have to ask them time and time again, they'll stop bothering you out of annoyance.

Bingo. This all comes down to whether OP was told to stay or did so without approval.
If OP was asked to stay over, they are due the short rest pay and should not sign.
If OP stayed over without getting it approved, whether or not tasks needed to be completed, they should sign the waiver.
This is very interesting to me. I was never told such pay existed. I was scheduled for and worked with 7 hours between shifts before. i was told it wasn't fixable and i "had" to do it. contract says 10 hours between shifts. i didn't pursue it because i didn't want them mad at me because i know they hold grudges and things thinks personally. they paid normal rate, nothing extra.
literally all you have to do is say "no, I can't stay later, I have to be back in X hours unless you want to pay me the overtime/doubletime." to think you or management thinks you're obligated to only give yourself a few hours between shifts in order to CLEAN is absolutely NUTS
Then they owe you back pay for the entire second shift, though I'm not sure if there is some "statute of limitations" you may have exceeded.
Not having paid you your short rest pay required them specifically going into kronos (our time/attendance and payroll program) and manually flipping a flag to not give you that pay. Contractually, they cannot do that without your consent. Period. Mgrs with a lot of time in the company and friends in very high places have been fired for lesser payroll-related infractions.
I would suggest speaking to a union steward in your store asap. The only reason you might not be due that pay is if there is some sort of time limit and you've waited too long.
