So we used to do case discounts for customers (if they had a case of say, 24 cans of beans, they'd get 10% off those cans). Customers got used to this and quite a few still request it, but we've been (vaguely) told we're not supposed to do them except on special orders (i.e. huge orders where the total ends up in the thousands, like for food banks and such), and the method we used to perform them no longer works. Some cashiers do a Loyalty Discount at the end of the order, some price override each item as 10% cheaper. Any idea what is going on, and why? Customers are confused, cashiers are confused, supervisors are confused...

This is what I was thinking. Probably someone wanted to give a friend a discount and it spread like wildfire from there.
If any discount is given, it is given by the store manager or co managers ONLY in the form of coupons or a gift card. Only an employee given permission by a store manager is allowed to give discounts(CSM, etc).
Regular employees need to get this notion out of their head before Loss Prevention visits the store and people start getting fired for "theft".

Well in the words of Ricky Ricardo, Aye Carumba! it looks another customer service snafu. Meijer's still gives the 10% case discount. it is just another example of how "Let's go Krogering, the happy way to shop" is changing to be less customer friendly. It is dad because for the loss of a few pennies in general revenue Kroger is prepared to sacrifice Goodwill.
With the refresh program, a lot of the margins have gone down a lot on canned goods, especially banner brand. 10% off would basically be giving it at cost not including transportation etc. Probably a reason too.
