I work in the front end so would my employer be the floor manager, the store manager, the person who hired me, or who? Because my floor manager is holding off a promotion but I'm not sure if its up to her.
So would it be up to her for me getting moved to cashier?
No its up to your front end manager. Your dept head. If you don't know who that is, ask. nobody under them except their assistant has any say in your promotions.
It's up to your store manager. It would help to know what you mean by "promotion" though. Bagger to clerk and clerk to head or desk/supervisor tend to be different ball games.

Based on your second post, I'm guessing you want to be promoted from bagger to cashier? I've been seeing this question asked around a lot lately and am just wondering if it's different in other divisions than mine. Here, seniority means everything. No one below you on the seniority list can be promoted before you are. So, in this case, has anyone been promoted before you? Do they need more cashiers for that matter?

I'm pretty much the last bagger from my group that was hired and almost all the other baggers are under me, so if they don't move me then I'll just be a blocker to them so they might as well.
