I'm not a cashier, so I might be wrong, but no one else has replied.
Could it be the item is limited to, like 2 per customer? For example, our turkeys that were on sale for .69 a pound, were limit 2 per household per day, and was tracked by your Kroger card.
I've seen this happen when there is a problem with the IBM server in the computer room. Check with the person that does your pricing could be a bad batch that changes the prices in the system.
When an item comes up as restricted, it means it's on the recalls list and you have to check the expiration date and lot number against the one in your notebook or something... The list of recalls should be in your notebook/binder at your register. At least that's how it works at my store.

Weird. For us, we'd still be able to sell the item, but we had to notify the customer of the recall and ask if they'd still like to buy the item. If they say yes, transaction will finish as normal, but towards the end of the receipt will be the recall notice for the item(s).

Once items are recalled, most places pull the item immediately and continue to sell unaffected pieces.
