I say "supposedly" because I can't independently confirm whether this is true or not.
However, a discussion I had with our store's union steward revealed that not once, but twice, the union has asked for representatives from the Kroger Company to come to the table to discuss pay rate increases, in light of other retail companies and fast foods giving its employees raises. Kroger, however is refusing to even discuss the issue. Word is from the union steward that this is not sitting well at all with the union and that as far as the union goes, this "isn't the end of it," so... we'll see, I suppose.
This is in contrast to what management is saying that it's the union's fault that "we can't give you guys a raise". Kroger clearly doesn't want to give its employees a raise of any sort, but it's clear the company is too chicken to outright say it, so the company is placing all the blame on the union for non-competitive pay rates.
Meanwhile, the hiring situation remains bad and departments continue to be understaffed. I have doubts the situation is going to improve any.

That doesn't give me great confidence in our contract negotiations. Our contract expires August 1st. It's never Kroger's fault. We are understaffed and anyone they hire quits within a month but I really don't blame them with the pay they are receiving. I'm at top pay and still don't think I get paid enough to put up with their crap. And if these idiots vote to give us another $600 bonus I'm going to scream.
I've heard similar things about ours. They are taking a hardlined stance on the health benefits as well and our steward thinks that negotiations will run very very late. We're already almost 5 months past when they were to be concluded, and it doesn't look like they'll be agreed upon any time soon.
I believe that, everyone's so quick to blame the union on why they don't get raises, that they don't understand corporations don't care about the small people who work for them.

If they did it everyday, then it would be innocent and sincere. Since they don't do it everyday though, I would suspect an ulterior motive.
It's like how some here will report that just before the Associate Insight Survey was opened up to associates, management at some stores tried to manipulate employees with food and drinks and stuff, figuring by buttering up associates right before the survey period, they could positively manipulate the survey results.
There's a difference between being treated well by a person/company year-round versus being treated well by a person/company seldom or part of the time. The difference is when you're only treated well seldom or part of the time, there's usually a game of manipulation being played...

Every single contract is essentially give the long time people whatever they need to stop complaining and give everyone else a few 5 cent raises per year. The only way I would vote for it is if there were significant raises for doing more stuff. Someone who runs the service desk, uscan, and runs the floor should be making significantly more than that one cashier that barely speaks english and screws everything up. I expect that we should get decent bonuses (at least a dollar an hour) for OSAT and not getting dips just like management gets.

If they wanted to incentivize it then yes, but as history has shown.... giving the peons something for doing well never lasts... if it even happens at all.
As for the OP, I've known for years that Kroger has refused to talk about pay increase outside of contract negotiations and when they do it's always a pay decrease "do to economic pressures" or "healthcare costs are increasing so we can't offer anything more." you know, bull**** excuses.

Not that I expect Courtesy Clerks to get a pay increase at all, but is it a current rule that we can't make more than minimun wage? I hear that other people get a pay raise every 6 months or so.

If you are coded as a CC then yeah... pay is locked at min until you are register trained which moves you over to the Clerk scale. Clerks get raises every 6 months.
