Some time ago, I changed my hourly availability through esched, as directed by my department head. It has been sitting there marked "pending approval" for a LONG TIME. My department head says management has to approve it and management says my department head has to approve it. It all boils down to me being forced to work during hours that I am not listed as being available or calling in and risking being written up. Union steward says he can't do anything about my availability not being respected. I'm a part timer, so I am not actually required to have an open availability the way full time employees are.
If it were me, I'd arrange a meeting with your dept. head and the store manager, top dog, him or herself. Best if you catch em off guard so they one or both can't immediately blow smoke. Be cool but firm with them.
If that doesn't work, kick it up the next rung. Get the district manager involved.
I am betting the Department manager and store manager are passing the buck to each other. The Dept manager writes the schedule so they should either approve it or deny it. They should definitely be able to see it. They are short handed so the store manager says ignore it because of "needs of the business".
Your union steward sux if they won't find out what is going on or atleast stir up some ****. Go up to the next important union person outside of the store. There should be a representative that oversees several stores.
Last would be to get the District manager and Human Resources involved.
Of course, once you get your way, your hours may be cut to 8 a week in retaliation. Don't try to tell me it can't happen....

And if they cut your hours, claim someone elses hours.
