i put in for a transfer to another state and they DROPPED the ball! 4 hrs in to my last day they gave me transfer paperwork to get things started, i gave 3 weeks notice. my question is do they pay out vacation and such when they finally terminate my employment?

yes and no depends on what you did to separate from them.

if you get caught stealing or something like that then no

if on good terms then yes

i would tell them to put it in for you and write it down

depends on contracts. mine doesnt. but they will pay for personal days left over

In my division, and it may be like that in other divisions too, vacation pay is prorated based on how much of the current year you've worked.  I don't know the exact cutoff days, but basically if you work half the year and quit you get half your remaining vacation pay.  If you work 3/4 the year you get 3/4 your remaining vacation pay.  You work 1/4 the year.  You get 1/4 your remaining vacation pay.  If you work less than 1/4 year, you lose any remaining vacation pay.  So, if you plan on quitting the first half of the year, make sure you take your vacations early.
