Do clerks have to order or is that a manager's job?

Depends on your contract.
Where I am at, it is the department managers job. The department manager can ask the clerks to order but they don't have to if they don't want to.
It is good practice if you want to be promoted or want to be back-up eventually. It is also a nice change of pace from doing the regular tasks.
