They moved me from courtesy clerk to a utility clerk sometime in December or January. I'm still doing everything that a courtesy clerk does, though. I only have like 10 more points until I get to my next job step in Express HR.

Yes, technically it is a promotion. But a dead end one. You will only make 50 cents more than a courtesy clerk and that will be your last raise until you are promoted to something else.
You are allowed to do everything a CC can do. You are not allowed to stock shelves with regular stock. But, you get to do other things. I trained our UC to change bales. You are supposed to be mainly cleaning all over the store. It is up to your store manager what tasks you are responsible for. There should be a list somewhere. You might be asked to help the tag team overnight. You are allowed to help Drug/GM change over the promo wall. You are allowed to assemble BBQ pits and patio furniture. You might be cleaning Dairy and Frozen glass or produce green racks.
