When a customer swipes their card and the terminal says "insufficient funds" and then lists the "EBT balance" or something like that, is that balance the amount of money they have on their card or is it how much of their order can be paid with an EBT food card?
The balance is how much they have left on their card. There should be a way to check how much of the order is eligible for EBT. In my district, we push the Foodstamp button (or "FS" or similar) and then press total.
It'll print out saying how much they have remaining on their card. You'll want to key in that amount and then press EFT again. To see how much is covered by EBT, press the "CVV/FS" Button, and then total I believe again, and it'll display the full total that EBT would cover if they have the funds on their card.

so your saying I need to swipe the card first then check the balance, then swipe it again and wait for the lights to flash then de activate the chip reader so it doesnt over ride the transaction, then punch in CW/F5 to get the total minus last month's transactions but plus the current one in progress but wait for the local city's tax to be applied before adjusting for state and federal too then transfer all the totals over to a joint special deposit account before applying next week's fluctuating % against last week's dividends based on the prime rate? Plus the customer's DNA swab results, just to rule out if there Somalian?
