Does the Company Routinely Refuse for Weeks or Months to Pay Proper Wages of Promotees?

Does this company routinely delay for weeks or months in paying the proper rates owed to promotees to lead, assistant department head, or department head?  I'd like to know if this is more-or-less standard operating procedure across the country in this company or whether we're seeing unique corruption/negligence in the SouthWorst Division or even just certain districts.

The promotee should be able to file a grievance and get retro pay if they are union.

My department head pay invcreases have been on time.

The southwest loves to tell you that you are running things and give you a title but not pay you for it.

The titles in the contract have pay rates that go with them.  What ethical reason would there be for the right rate to not be applied from day one, week one of reporting for duty?

I see it isn't just the Ralphs division. It's been over 6 months for me, making minimum wage as a "service deli manager."
