So...........what I heard from one of the current ACSMs at my store is that Kroger has trouble keeping employees UNLESS they gradually (like a conveyor belt) keep moving people into the 'backup program' so people can become ACSMs and make twice their current wage if not more. Cuz people need money and making a crappy wage sucks.
That ACSM in particular makes 18/hr, which sounds a lot better to me than 8.50/hr. Now, I have one CSR ahead of me for the 'backup program' and I am possibly in a pissing contest with another current CSR. Our colleague recently went off for the backup program, but even they told me that "it'll come" for me in good time.
I got up to the CS desk late last summer (2016) and soon became "bookkeeper", basically doing what the ACSM also does at night. I tried to ask for morning shifts so I can learn how to open, but was told to "master the closing process first." The person ahead of me has only had morning shifts TWICE. I've asked to run floors a couple times, but got shot down. I think I'm "there" when it comes to closing. One night I even did the CSR tasks like closing things down, reports, etc *AND* all of the till stuff, SCO stuff, etc. Perfect night, honestly.
But it aggravates me knowing I have an endless stream of 3-11s or 4-12s at 8.50/hr instead of being put into the backup program. I've been pretty aggressive. I got up to the desk by asking for it, I asked to be bookkeeper, and I let my CSM know that I want to keep moving up. Another ACSM says they don't think it'll be longer than 1 year from now before I go out for training, but that is still a long time, and I have plans for my life that are not possible at 8.50/hr. (Marriage, kids, house, etc).
Can you go over your store's "pace" and apply for the backup program somehow? The pending-ACSM that is out for training told me they had to remind management of 'the plan' for them to be trained because management 'forgot.' Or should I talk to my CSM *again* and look impatient while I do it?
What should I do? How patient should I be? Are there any other similar jobs out there? I like doing office stuff, and I'm in law school (at least three years out).
More than likely you'll just have to wait it out. People quit or get moved around all the time..... and that $18/hr is only when your department head goes on vacation and you're filling in for them. Otherwise you're still jut making 8.50.

I don't think that's true everywhere, in Cincy/Dayton, ACSM is actually a backup position and as far as i know, they get a manager pay rate similar to how the Assistant Deli Manager/Bakery manager gets paid $17.86 an hour.

No every ACSM here makes a good wage. Trust me, I cash their checks. One out for training already makes $14/hr, but if promoted will make $18.
