Have a talk with your hr coordinator or scheduler.Let them know you're the back up f.e.s. and offended that you've given the job title to another when you've been promised it first.This has happened to several individuals.I call it playing favorites.

It's interesting you say that/ I just spoke with my HRM about a similiar situation. He said he would talk with our RGM and get the ball rolling. If they don't do or say anything by next week to call him

I called corporate office (in Indiana) today. They gave me our HRM's local number. I called him and spoke with him. I suggest you do the same. Hopefully they will do their jobs then. It's humiliating and insulting when you're stuck in that situation.
