Those people need to be towed. Those spots were created for a reason. The Clicklist at my store is nowhere near the front, so I don't see why any non-Clicklist customer would park there.
Fortunately, with the way it's set up at my store, this doesn't happen. Our ClickList department is located in the back of the store at the far end of the grocery backroom hallway. Our department has its own set of electronic doors that lead to where the ClickList parking spaces are - which are on the side of the store. Customers would never park there because it would be way, way too much walking to get around to the nearest front entrance.
