You must be discreet. You don't need a photo, just jot down the plate number. the investigators handle the rest. The feds usually come in get a video and the parking lot if possible to get photos. They just want leads. I was told the investigators get convictions on about 80% of the cases

You mean to tell me that you follow EVERY EBT paying customer out to their car to get their license plate? Hmm ok. What if the car isn't registered in their name? What if it's registered to a parent, spouse, etc? What if they're borrowing someone else's car? Also, what if they're using the EBT to pay for groceries for their elderly parents who are low income and depend on those benefits to eat? What you're doing sounds fishy. I've never heard of any store doing this. I want to believe that this a troll post.
While most stuff a FE Manager will catch is by instinct, I would never worry about EBT fraud. Yes, I'm sure it happened/happens, but who am I to say who is the rightful owner. If someone used an EBT card and literally handed someone $$ right after, I might be interested in reporting. I would be more interested in fraud I can control, employee, SCO, credit card purchases, gift card.
