Technically, yes. Cause Kroger considers that as making extra cash on the side. Kroger wants you to turn that money in. Same as accepting tips. But I have yet to hear anybody getting in trouble for it at my store. As I know of quite a few lifers at my store who openly go around collecting change they find on the ground.

Even the pennies. It all adds up and i saved about $15.00 by the end of 2018

You throw foreign coins in the trash????? What a dumb thing to do. Ever heard of coin collecting? Many coin collectors also are interested in foreign coins as well as American coins. Of course, most foreign coins don't have a lot of intrinsic value, but ANY coin from another country is interesting in itself, and always has some value. Just studying the lettering/graphics on it, what form of currency it is (franc, shilling, pence, farthing, peso, whatever?)
If nothing else, a few foreign coins in a small packet makes a great little gift to anyone interested in coin collecting, finance, geography, history, or just learning about other countries and the money they use.
(On another note) ....... ALSO, some American coins that are rejected by the Coinstar machine have slight damage of some sort. In a few cases, a coin such as a dime or quarter can be rejected because it contains silver (pre-1965 issues). Because of the silver content, these coins have more value than the typical dimes and quarters made 1965 to date. (Ever notice you practically NEVER see a quarter or dime with a date before 1965? That's why............they contained silver and were quickly removed from circulation, mostly by people hoarding them.

if you see a coin or bill that might be valuable or interesting to you, just buy it from your store at face value. sometimes we see 'silver certificates' or old silver coins that pass through a register or the cash office or jammed in a coin star machine.
the store loses nothing because that 1902 silver dollar or whatever was only worth $1 to it
