Who to speak to, when to call, like how far in advance, what to tell the person. Also can you work a 4 hour shift in one store, then in the same day work a 6 hour shift in another store?

You'd need to talk to the store manager or an assistant manager, get their approval, then to the schedule maker for the department you wish to be working in. Yes you can work double time in one day.

Stores are rarely willing to pay double time.

Definitely let your  store manager or an assistant manager know.  They might know of a store struggling with lack of employees.  And, can email the district coordinator or other store managers to volunteer you for extra hours.  But, they will only recommend productive employees.

The only department I have seen where employees went to work at another store is the Grocery department.  Tag team a few times and never heard of the other departments helping out at other stores.

I've helped out at my two old stores before on overtime in desperate bakery situations. I've done the split shift before too, 8 hours in my store, 4 hours in the other store. It's rare though that stores will hand out OT like that. It helps to be on good terms with that store's management team or your coordinator, that's for sure.
