I've had a couple store managers require us to tag any laundry soap over $10. A friend once saw some of our Kroger-tagged product for sale at a corner store. Are these people buying from us and then marking them up even further at their own stores, or what?

Actually, I have heard of Kroger milk and soda water for sale in corner stores.
I just got an email saying all Tide and gain needs the store label with call info if found somewhere else. All Tide and Gain pods get the same label and a yellow security sticker.

Yep. Generally speaking, the more you buy wholesale, the cheaper it is per unit. Kroger is a massive corporation, so they can get really good deals from producers. There are also some manufacturers who won't work with really small businesses.
For people who own small corner stores/bodegas, it can cost them less to buy product to stock their shelves at a major retailer than to order it directly from the company, especially if the product in question is being sold as a loss leader that week. And if they don't have any local competition, they can mark it up sky-high and still get sales from people who don't have any way to get out to Kroger themselves.
That's also why all the ads have small print that we don't sell to resellers and why there will be purchase limits on some products when they go on sale. Yes, it's the same profit for the company, but it pisses off regular customers if one guy buys all the good sale items!
At our store, we'll let suspected retailers slide if they don't get too greedy and clear the shelves. Five of each thing you want to buy is reasonable. Two and a half carts containing every can of Pringles we had on the sales floor is not. (I'm serious. They were 50 cents that week. I had to deny that sale personally.)
This is done for peoole dont steal and try to return it. The y are stickers and peel right off. But store is not supposed to accept a return without the stickers
