A couple weeks ago I switched departments and may asked to be moved back because the department lead and other members aren't doing their job. Is there a period where you are locked in or can't transfer departments for a period of time?

I am just writing about Division 18 and what I have seen. Other Divisions, very small stores and non contract stores might be different. Everyone does everything in small stores.
The schedule writer should be able to notate on the schedule where you are daily. 12-2 Dairy, 2-4 Nutrition, 4-6 Frozen and 6-8 Replenishment.
Yes, Grocery is Grocery, Dairy, Nutrition and Frozen. I am in grocery and have helped in Produce and on the front end. I will send one of my crew to help with Drug/GM if they get behind.
There is a big push on replenishment during the day so the hours should be available. They might move you around a lot because there are call ins or staff shortages or you do a great job where ever they send you. :)
Our Meat Department is a separate contract. No one from other departments is allowed to work in the Meat/Seafood department. I doubt they will work outside their department except to get carts.
General rule of thumb. If a store manager or co manager assigns you somewhere, just go and do it.
