My experience with the Ethics Hotline is that it isn't worth the paper it's written on. I filed a complaint about the abuses our store has with the "Tax Free" status. People are buying groceries for their own personal use and claiming tax-free and just writing down any old number they think of. Our store has lost hundreds of thousands. I got a response back that said that they "can't check every transaction" and that they "didn't want to delay the customer." We had some guy from India buying tons of sodas (30 40 at a clip) claiming tax free and getting away with it. He must have been caught by somebody because he has been in our store several times and pays now like a regular customer. It's like Kroger just doesn't care about the money they are losing.

It is a tool for gathering information. Sometimes people go off the rails and cops get involved. You need multiple sources to help eliminate uncertainty. It isn't there to help you, goodness knows, unless your goal in life is to be kroger's slave.
