Is it 6 hours or 7 hours to get a lunch break?

I was always told if youre scheduled 6 hours you get a lunch if you want it. And over 7 you have to take one. But a guy today got upset when a department head told him his 6 1/2 hour shift didnt get him a lunch. This is Indiana btw which has no state law on lunches.

Lunch Hour: Employees shall be granted one-half (1/2) hour uninterrupted periodformealtimeatapproximatelythemiddleofthewodcingday. Every effort will be made so that this meal period shall not be scheduled until an employee has worked three (3) hours and the employee will not be required to work more than five (5) hours prior to beginning such meal period. (Employees who certify in writing that they desire the meal period of one (1) hour on a continuing basis shall be entitled to the hour meal period.) Meal periods will not be required unless an employee has been scheduled for seven (7) hours or more, unless in conflict with State or Federal laws. Scheduling of meal periods, whether one (I) hour or one-half (1/2) hour, will not defeat the employee's right to maximize his/her hours.
