COLUMBUS DIVISION - What are your part time hour policies?

Posted a thread here a bit ago, frustrated about hours for part timers being shafted because the store doesn't want to pay for benefits. Even though we need the hours and the help because our department is falling behind. They commend us on how well we're doing when we have extra shift overlap (like the day the District President stopped by), but then screw us over the rest of the time.

Is the 16-20hr part time limit a thing for the entire Columbus division, or is it JUST my store? Is there ANY way we can get this changed?  They throw a fit when we ask for overtime, but we have to ask for it because they won't give us the hours. Make it make sense. Due to the recent cost increases at the store, it's getting very hard to afford basic necessities off the income I'm getting, and that's WITH my husband working full time at the same store. I'm not going to be eligible for full time for a while. If they could at least guarantee three full days a week, it'd be much better than what it is.

There were two others hired at the same time I was. One was a re-hire who wasn't supposed to keep his seniority, yet is consistently getting higher hours than myself and the other new hire. That's fun.

Edit - Before the comments of "find another job" start coming in: I get it. Kroger hasn't held itself up to be the best place to work. But I like my job, I like my coworkers, and in my small town it's one of the only places that pays decently above minimum wage. I've gotten into the swing of things and frankly I can't afford to try and find a different job, especially not during this inflation. Readers never know the full circumstances of a person's situation. I'm just frustrated at the lack of hours. Our store still considers Deli and Bakery to be the same department when we really need to be separated.

OK, I imagine you've been told this before, but are you willing / interested,  or even able to tolerate the idea of asking to be scheduled some extra hours in other departments? I know other depts can be "scary" (for lack of a better word) if you are not familiar with them and haven't been trained in them, and maybe their hours wouldn't work with your hours,  but maybe its possible another dept head really would love to have you help them.   At least try asking around?   Just an idea.

You're the first person to mention it, though I have thought a little about it. At the time I was hired, the Deli was the only department able to work with my schedule, as there's a couple days during the week that I'm limited on for scheduling. I've been at my store for 4 months so I'm unsure if anything has changed.

What baffles me is that we're supposed to be the same department, but our schedules are separated. Everyone on the Deli schedule is listed as a Deli Clerk, yet 3 of them spend most (if not all) of their week in Bakery. They keep saying I need to be cross trained for bakery, but that's not happened yet.
