I used to get more customers asking in our store (Local 1996 area) if we sold vodka. Was told by a manager it would be an additional $5K cost to our liquor license. Are there any Kroger stores that DO sell these items?

We sell all those items. You didn't mention if you have a Wine and Spirits shop.
I am the original poster. I was told in the Local 1996 (Atlanta GA) area if we were to sell those items it would be an additional charge of $5K to our liquor license.

You said that already. The state of Georgia only allows the sale of wine and beer in grocery stores. Hard liquor has to sold from a liquor store. Many grocery stores like Kroger have liquor stores near the main store but they have to have a separate entrance and only people over the legal drinking age are allowed inside.
