Try corporate? Kind note: reporting District HR via ethics report does nothing.
I reported an HR store person about 2 months ago. It was a store I wanted to transfer to but the guy kept dodging my follow up calls. Finally when I did get him on the phone he was very rude. Filed a complaint with Ethics Point and they dropped the hammer on him. My experience with EP has been good-I would go that route also in your complaint.
Please report people that violate kroger's ethics or integrity principles. I have gotten 4 store managers fired (one every other year basically) and gave our lead two write ups and got some other people in trouble thinking they'd be cool and get away with stuff. No, report it.

The managers within my district broke so a number of ethics and integrity. One manager got higher pay after threatening assault to an associate.

As it should be. Associate was probably unruly and needed to be checked. associates are a dime a dozen the real work is done by management.
