When they propose a new contract why do they put so much emphasis on the words within the contract instead of dealing with actual issues that need attention? 

It seems like the last time we had a new contract proposed, they didn't help [most] of the employees (they helped dept backups and that's about it) but they certainly changed a lot of words from our then current contract, ommitted words, etc.  I cannot understand why they do this. Is it to make the contract look **new** or is it because whoever came up with the language in the contract doesn't have much knowledge about grammar and they're trying to correct their errors a little at a time.  I don't know for sure, but I would imagine that if you looked at your current contract compared to the previous few, there wouldn't be much difference, just some words changed, am I correct?  Someone with more years reply and fill me in because this is something I've wondered for a long time (and I can't find an actual example but I know I've seen it!)
