Hour switching

So let's say here's our seniority list:
Ashley 8-4
Pam 10-6
Steve 3-11

So ashley needed the morning off so she wants to trade Steve. So now Steve works 8-4 and Ashley works 3-11. Can Pam claim those hours? The 8-4 since Steve is under her in seniority? Or is trading somehow null and void?

when is the 'trade' done?  if it was after the time allowed to claim hours then no she can not.  but if it was before... wow i do not know.  i presume she could since technically there is a better shift to her liking out there with her higher senority.  can she perform all the job duties associated with the shift?

and why would she want to do this anyway? is it that big a deal to her to stir the pot some over coming in a couple hourts earlier?  i would just wait until after thehour claiming time is over then do the change. if you are the person who wants the earlier hours then  i think you are sorta pushing buttons a little and really do not have any advise to offer but back off.

The way things work in my district is full time employees are guaranteed 40 hours a week, but no guarantee of shifts. Management actually can come to me and say next week frozen food is going from first to third shift and there is nothing I can do about it. If the more senior person had less hours on that day they could roll for those hours. If switching schedules is a regular happening then a grievance could be filed because why do you let them do it and not everyone else? If it only happens in case of an emergency one week then it will be considered no big deal. I have filed this grievance numerous times(remember you can never refuse to file a grievance ) and this is how it always plays out here. I am sure different areas have different contract language, but here this is how it works. Nothing better than a 30year employee arguing I want his 7 to 3:30 shift instead of my 7:30 to 4 shift.

It just doesn't seem like that big of a deal to me? Just remember...snatching shifts IS allowed but I believe in KARMA...it'll end up biting you in the butt :)
