My store manager basically told me that I am expected to be there on days I am scheduled. I have explained to her till I am blue in the face that I have trouble getting to work on Sundays in the bad weather on Sundays. We have no local transport on that day. She basically said that how I get to work is not her problem.
What if I made my unavailable for work on that day? Would Kroger actually honour that, and still give me 40 hours...or would they screw me over and cut my hours? (I have been threatened with cut hours recently - and one time they actually carried out that threat.)

You might want to talk to your shop steward on this one depending on the contract you are under and how much seniority you have. I know the senior people at our store are allowed to waive their right to work on Sundays, whether it be for church or having an extra day off. Of course, they also get paid time and a half for working Sundays....
Unless you are the lowest person on seniority, you can claim hours of people who are scheduled under you. The hours have to be scheduled by seniority so basically the person below you cannot have more hours than you. However, if the person below you works in a department that you are not trained in, you cannot bump them.

Ok , I'm not normally a person who finds fault in someone's question. What is bugging me is that this is happeneing ALOT on Sundays only? Do you have bad enough weather where you live that it's become habitual?
I don't think management would be so upset over this situation if it was 2 days that you missed this winter because of weather.
Perhaps I'm wrong, maybe you live in an area with more bad weather than I get.
The issue is no local transport on Sundays - Spring thru Fall I can get their under my own steam, but I have to rely on local buses during the winter months. I had to rely on someone from my department to pick me up on Sundays - which I don't really like to do - but he didn't always work every Sunday. Management are relying on a few people, and don't want to either hire or train people for the position I am working on Sundays - which is bread/cookies and crackers backup.
I also have a very strong feeling that my store manager's job is in jeopardy, and she is being very inflexible because of that.

normally with kroger, you sign a form early in your kroger career that basically asks you if you are willing to be available to work when kroger needs you to work and in trade you get health benefits for $5/wk. if you all the sudden put restrictions on this then be ready to reap the consequences - you will most likey loose your health and senority.
in grocery retail, the store is open on sunday. it is also a busy day so they need staffing. cant anybody get you to work and back? pay some one $5 to take you
