you would need to talk to your union rep. Scheduling is contract specific.

It might help if you were a little specific as to what issues you are having.

well its always something different the first issue is people complaining about who closed to store management. their solution everyone closes one night a week, done. then the issue was weekends, so i rotate whose weekends. then it was not enough hours then to many hours. now they complain that my schedule doesnt usually change even though i work every weekend regardless. i have never denied a request off and i am as fair as i feel like is necessary. no one babied me the way they are babied in any job ive ever had. store management seems happy to do as the part timers say and expect me to be able to make a decent schedule. is there rules about my schedule staying the same usually? i am flexible i go in everytime someone calls out and if someone needs a day off i switch mine around, at the rate we are going everyone is going to be writing their own schedule just wondered if there were any rules i should know about

I take it you're a department head.  The only rule we have in our zone is department heads must work at least one night till 7 o'clock or later.  Other than that, it's nobody's business what your schedule is.  I've known some people who've worked the same schedule for 20 years or more.  Also, I wouldn't change my schedule around just to accomodate someone else.   The main thing is to schedule according to budget and the needs of the department.  Try to fulfill any requests if possible.  If there's a conflict then talk to the person(s) involved and see if they can't change their plans.  Naturally things like dr's appointments take precedence over someone wanting to go to a party.  If the conflict can't be resolved then schedule according to seniority.

The only rules I know of in our zone is that

everyone has to work at least one closing shift per week
No one can have every weekend off, it has to rotate
Hours are assigned by ELMS by Day so you can only schedule so many hours per day
Hours are given by seniority with the most senior person getting the most hours, and work your way down the list.
Shift preference is done by seniority also, but my manager just makes everyone work different shifts all week so they cannot whine.
If someone has a restricted schedule (ie: I cannot work on tuesdays, or I cannot work past 5pm) you are NOT required to schedule them any hours at all, no matter what their seniority is.

Have you talked to your manager about this? Tell them that when your employees go tot hem asking for a schedule change that it makes it difficult for you for follow ELMS, and it makes it difficult for you to maintain order in your department. Ask them to back you up and stand by your decisions in schedule making, and when people go to them asking for changes, tell them to send those people to you instead.

As always, Your Mileage May Vary, See your Union Rep/Steward for your contract rules.
