If the store is union he falls under an umbrella effect. He should really consider paying them. They can't force him to take the pay. Contact your union representives on these issues.

I am an ex employee and my dad is a assistant dairy manager! He requested vacation but has not been allowed to take any vacation and is FORCED to take just paid time without time off! They say they cannot afford for him to take vacation. He is NOT in the Union and is afraid of retaliation if he speaks out! I want to say something and wish I could get ahold of the union even though I am an EX!
Keep in mind that the union has to represent regardless even if you aren't a paying member. I assume you're in a right to work state.
that is true BUT they have the legal right to take care of dues paying members first and non paying members go to the back of the line. Got that from the union business agent and their attorney a number of years back. A non dues member can be delayed almost indefinately until the dues paying members are represented first.
In Michigan we cant just take the pay if we wanted to. We have to take the vac. If he done it right, he should have scheduled his vaca's a long time ago in the spring time and it wouldnt be an issue at all.
