So the top person who works 6-2 has decided he does not want to work 6-2 anymore. He isn't restricting himself, but my manager is scheduling the person under him for his shifts and giving him later starting times, isn't this the same as restricting yourself and goog "part time"?
nope. if you have top seniority, you do not have to work the earliest shift. you earned the right to choose the shift that you want. plus the next person with seniority was willing to take the shift when asked. all is fair.
out of curiousity - where do you fit into things? and why do you care?

I'm #3 he picks and chooses. His of days are mon sat and the #2 person takes his 5 days, but he still keeps 2 of them. I just think its sort of a favoritism thing. He ends up working 3 (8-4s) and 2 (6-2) I think we passing bc he is friends with #2 girl and she wants the earlier shifts
