No it is not acceptable, and afaik the employee handbook says as much. Feel free to try if you want to be sent home or written up, or you might get lucky and have management who doesn't care or is too lazy to do anything about it. Which is a slight possibility.
Seriously, don't dye your hair Rhianna red. If you really feel like it's a life or death situation, then get a job at Hot Topic and dye your hair any color you feel is right for you at that moment in time.
A cashier at my store just dyed their hair Rhianna red. She hasn't gotten in trouble as far as I know. But, your management might be a lot more strict.
