I know that company plants are sent in to test cashiers. Also, I suspect the ATF will send in their own plants. Is there a difference? Or, missing both will get a cashier fired?

Exactly. There is little room for there to be any "accident" in not properly carding a person.
Is the company policy to fire or just to be written up? Because on statements signed it does not distingish between not iding and selling to minor? The very first words are you must id anyone under 40. Is there a difference between the state and krogertesting? The statement doesn't make a separation between the two offenses?
It might depend somewhat on how strict your state laws are. Here in TN we are legally required to ID anyone who appears to be under 50, but the company policy is every customer, every time, regardless of age. Essentially though you are probably facing termination and are personally responsible for any fines if you get caught breaking regs.

if it was just an outside company doing it for Kroger then that could be the end of it.
if it had been a sting, the usual course is the customer would leave the store with the alcohol, gone right to the officer overseeing the operation who would verify the sale, come in and get management involved immediately.
they run all kinds of test runs for expired id, underage id, no id check, id that only management can input, etc.
