I was hired as a courtesy clerk, and worked for nine months before being upgraded to cashier. During that time, I made minimum wage ($7.25/hour). On Kroger's ExpressHR website, it says my raise to $7.40/hour will not take effect until six months *after* my promotion to cashier (so, not until January). Is this usually the case, or should the $7.40/hour rate take effect immediately, since I already worked 6+ months before? Thanks in advance :)

No. As a courtesy clerk, you essentially built no seniority you could claim when you became a store clerk. It sucks, but it's contractual. Your time served resets to 0 once you got promoted.
In our area your seniority starts at date of hire! If you are promoted you start earning your new wage right away according to our clerk contract. You might want to check that out with your union rep., not your steward.
