We have a cashier at our store that have worked there for 30 some odd years. Because of this she thinks, and most of the time does, get away with anything and everything. She rings up her immediate family, with no one watching, doesn't abide dress code cause as she puts it "with as much money I spend at this store I practically own it", and does what she wants on register. Example today she "stacked" coupons for a customer. They had 25 Febreezes and she took 15 B1G1 coupons for them then another 12 $1.00 off coupons for the same product. When our manager was told he literally just brush it off and "talked to her". Which resulted in me getting into trouble. She does stuff like this all the time. Is there anything I can do above management since they are too scared?

With that out of the way. It is very dangerous(risky) to ring up family members. If the stacking coupons is against company policy, that is theft. She can be terminated. If she is terminated, there will be 30 more cashiers worse than her to take her place if you are trying to get rid of her to move up the food chain.
If you must stir ****, report it to loss prevention or HR with transaction details, date and time. Make certain you have your facts straight before you start making accusations. Use proper grammar too.
