My fiancé put his two weeks notice in about 7 months ago and wanted to come back Kroger. He was wondering if he would be able to get his pay back. He worked for Kroger for 4 years. I heard about people getting rehired at the pay rate they left at. Is that possible?

It's going to vary by contract, but in my contract book (Mid South) under Article 4 it says, " An employee who leaves the Employer and returns to work within two (2) years shall be returned to the appropriate full time or part time wage schedule.  The employee shall be given credit for previous Kroger experience based on current wage progression."

At the very least, I could see him being eligible for experience pay.

I don't know what midsouth contract you are reading, but I have a copy of the most recent contract and it says nothing of the sort. I have seen many employees return within just a couple months and still lose all their seniority, pay, vacations, etc.

What it does say is that seniority is considered broken upon a voluntary quit (resignation.)

Nope. Page 4 in the current, updated contract is a title page for the "Grievance and Arbitration" chapter. I scanned and attached article 4 you mentioned earlier. Still no mention of a 2 year grace period for regaining seniority.

My contract book says: Articles of Agreement between United Food & Commercial Workers International Union Local NO. 227 and the Kroger Company Mid South stores Master Agreement.  Length of contract April 1, 2012 through April 4, 2015.

Well that would be the problem right there. You're local 227 in midsouth, I'm local 1995 in midsouth. From what I hear, the 2 contracts vary significantly.
