For three months, I was looking for a job intensely. Within that time period, only kroger offered me a job. I took the job even though it was in a department I barely know about. I've been at kroger for about 2 months. So far its been ok.... however I just got a new job offer at my dream job. What should I do?

Leave Kroger and go to your better job.
The company has very little possibility for advancement, even internally.
You may want to move to another department and have the qualifications for it but if your superiors don't want you to do it, they won't sign off on it.
There are very few chances for raises.
The Union is little more than a figurehead.
The company expects one person to do the work of two.
The company and most management expects far too much labor for far too little pay and very little respect and acknowledgement.
Take the second job, restrict your hours at Kroger, if you like the new job and the people....
Quit at Kroger.

This is essentially what I did recently. I limited my hours to basically afternoons since the new job is mornings, and now I'm pretty much waiting a month to see if I'll even need Kroger since they cut hours AGAIN.

I did say "don't take this wrong" lol! Most people would be happy to take their dream job with more pay than stay at Kroger, so I can only go by what you wrote. It just seems like such a simple decision to make (for most people).
Ms. White's kind of right, if you haven't made true connections at Kroger yet, then go to your dream job. It's a no brainer question. Run there as fast as you can.
