do they have to tell department heads that there transferring them to a different store? if so when would they tell them. do they get a choice or is it transfer or step down?
Usually with Kroger there is not a *choice*. You do what they say or you don't stick around. Obviously you'd be notified of a transfer at SOME point. How else would they expect you to show up at a different store?

do they have to tell department heads that there transferring them to a different store? -------- Yes they do need to tell you.
if so when would they tell them. ----- They need to give you a weeks notice minimum but have known them to give more notice. I was given three weeks notice before i was moved. depends on if it is an emergence move or one that the MRs are planning or new store openings.
do they get a choice or is it transfer or step down? ----- generally you do not get a choice in the matter. You will be asked and there is a chance you do not need to go but that is not always the choice. Depends on your experience and relationship with store management and the district office most of the time.
Is refused the move the company has the right to force a step down on any department head. You also have that choice to take a step down and stay where you are or move to another store.
